Job Description and Duties

Under the supervision of the Staff Services Manager I, in the Business Compliance Unit, Certificate of Eligibility (COE) Unit, the Crime Analyst (CA) II is responsible for analyzing all initial and renewal COE applications for completeness and update information into the California Firearms Applicant Reporting System (CFARS). The CA II will conduct the associated firearm eligibility check to determine if the applicant is not prohibited from acquiring or possessing firearms,  by researching California and federal statutes, and analyzing information in various databases such as the Automated Firearms System, Automated Criminal History System, Wanted Persons System, Mental Health Firearms Prohibition System, California Restraining and Protection Order System, Department of Motor Vehicle,  Applicant Processor,  Law Enforcement Enterprise Portal, National Instant Check System, and the National Crime Information Center database. The CA II, as the subject matter expert, is responsible for the research, review, technical support, and analysis of the COE process and will ensure the work processes are completed within the time frames mandated by state law; recommend status on certificate issuance, denial or revocation. The CA II will lead the development and implementation of database enhancements to the COE application in CFARS and databases utilized for firearm eligibility checks, including database testing. The CA II, will develop, update, and maintain all policy and procedure manuals; provide technical assistance; update and track applicant information on various databases used by the Department of Justice; provide BOF management with statistical information; provide customer service via email, telephone, and/or written correspondence, and back up other analyst in the section.

The CA II must have a thorough knowledge of California statutory code sections and the criminal justice system. The CA II may be required to work mandatory overtime or may be temporarily redirected to other sections due to Bureau workload needs.

Working Conditions

DOJ has temporarily adopted telework for employees who can effectively perform their essential work functions remotely. After an initial training period, this position will allow for some telework opportunities.  All telework schedules are temporary, based on current conditions and will be re-evaluated as conditions change.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:


Knowledge of : the various databases applicable to Crime Analyst work; relevant policies and procedures; the various terminology and acronyms used in Crime Analyst work; elements of the criminal intelligence cycle to be able to identify and describe the formalized steps of this process; and state and federal regulations, state codes, and policies as they pertain to the functions of criminal investigation.

Ability to : work independently to meet deadlines with minimal supervision; work productively as a member of a team; select important elements contained within reports; extract data from detailed documents; establish and maintain files and databases; apply general rules to specific problems to form logical conclusions; identify missing items in a thread of information to establish a need for further investigation; visually present results of investigative efforts through a variety of software tools; identify complex problems and review related information to develop and evaluate options and implement solutions; break complex data down into organized and useful sections of information; and gather sources of information to be used in identifying trends of making conclusions.
