JOB RESPONSABILITIES

This position is accountable for the investigation and analysis of employee property damage claims, and assisting the District Safety Representative in safety training, education, and the investigation of safety related problems.

 

This position reports to the Safety and Claims Manager. There are no subordinates reporting to this position.


This position is responsible for field accident investigations which result in the collection of district property damage claims, and assisting the District Safety Representative in safety training, education, field visits, work site inspections, compliance with the Work Site Protection Manual and Safety Code, and investigation of safety
related problems.


Typical problems encountered by the incumbent include obtaining, preparing, documenting, and investigating information concerning employee property damage and vehicle accidents. The on-scene field investigation will be the incumbent’s responsibility to examine and document sufficient facts about the accident to support our position in the event the case goes to litigation. The gathering and analysis of factual accident information must be performed in an organized manner in order that conclusions and liability can be clearly established about the accidents. The greatest challenge of this position is gathering sufficient facts to determine how the accidents occurred and promoting employee and public cooperation while conducting these investigations.


The incumbent obtains, investigates, documents, and prepares initial employee accident files. The incumbent assists the District Safety Representative in the determination of the validity of various employee safety complaints or concerns. Once reviewed by the District Safety Representative, complaints which require investigation, and a recommended action can be assigned to this position. The incumbent investigates and documents property damage and third-party claims, along with identifying potential property claims from police reports and follows through with field personnel to see if a claim exists. The incumbent establishes claim files and gathers information by investigating district employee vehicle and property damage accidents in the field. The incumbent assists the Safety and Claims Manager and District Safety Representative in both classroom and field safety training to include respirator, confined space, defensive driving, advanced driving maneuvers for cars and trucks and may recommend a new safety program.


 

JOB RESPONSIBILITIES CONTINUED

The incumbent refers problems or questions concerning unusual claims to the Safety and Claims Manager and/or District Safety Representative. Further, the District Safety Representative is also notified of unusual data concerning accident investigation in which a safety procedure or safety equipment was in error. The Safety and Claims Manager is also consulted regarding interpretation of policy as to traffic control standards, and which standard is correct for a certain type of traffic operation. Work procedures that may not follow the intent of the Safety Code are also referred to the Safety and Claims Manager and/or the District Safety Representative.


The incumbent has frequent internal contacts with district employees regarding employee accidents. The incumbent also has frequent contacts with the Project Implementation Engineers and Operations Field Engineers/Technicians/Lead Workers regarding employee accidents, third party claims, and fatalities. Other external contacts include the Office of Chief Counsel as to claim investigations, the Secretary of State as to hearings, the public, law enforcement agencies, and attorneys concerning third party claims. Occasional districtwide travel, some statewide travel for training which may include overnight stays is required. Some overtime may be required.


The performance of this position can be measured by the prompt, complete, and accurate investigation of employee accidents, and the ability to assist the Safety and Claims Manager and/or District Safety Representative in safety training, work site inspection, and policy compliance. Effectiveness is also measured by the ability to clearly explain safety related problems and recommend workable solutions.

PRINCIPAL ACCOUNTABILITIES

1. Conducts investigations and analysis of employee property damage and vehicle accident claims.
2. Investigates and analyzes accidents and safety problems and makes recommendations concerning these problems.
3. Assists in conducting safety training for both employees and vehicle safety.
4. Assists in ensuring employee compliance with the Safety Code and Work Site Protection Manual.
5. Performs duties in compliance with departmental safety rules. Performs all duties in a manner conducive to the fair and equitable treatment of all employees.
6. Performs other duties as assigned.

QUALIFICATIONS

Position Requirements

1. Completion of a bachelor’s degree majoring in insurance, accounting, business, premedical, or prelaw OR Completion of two years of college PLUS one year of experience in claims investigation, litigation and adjustment, processing FOIA requests, investigating workers’ compensation claims, or a combination thereof OR Five years of experience in claims investigation, litigation and adjustment, processing FOIA requests, investigating workers’ compensation claims, or a combination thereof.

3. Proficient in Microsoft Office Suite.

CONDITIONS OF EMPLOYMENT

1. Valid driver’s license.
